Title:

Procedure for submitting requests for reducing or waiving the fee for studies in a foreign language for the academic year of 2019/2020

I.

This Dean's Provision is issued to implement Rector's Provision no. 25/2019 Procedure for examining requests for reducing or waiving the study-related fee.

This Dean's Provision applies to students admitted to a given institute at the Faculty of Social Sciences to undertake studies in a foreign language and lists the reasons for waiving the fees or the extent of the fees reduction when deciding on the requests for a fee reduction for studies in a foreign language filed in an appeal procedure against Dean's decision.

 

II.

The Rector may waive or reduce the assessed fee for studies in a foreign language on the basis of the student's appeal against the Dean's decision on the assessed fee and based on a request for the reduction or waiving of the fee filed simultaneously.

The Rector's decision is based on the Dean's statement. The statement is to be attached to the student's request for the reduction or waiving of the fee (hereinafter jointly referred to as “relief”).

The Form for the appeal and the Request for relief is included in Appendix no. 1.

 

III.

Reasons for granting relief

  1. Excellent study results at the admission procedure (see Article V)
  2. Excellent study results during studies (see Article VI)
  3. Fulfillment of all study obligations except for the final examination and bachelor ‘s/diploma seminar, plus no more than one unfulfilled subject (see Article VII)
  4. Outgoings and incomings of students within double/joint degree programs (see Article VIII)
  5. Social situation (see Article IX)

VI.

Overview of paid programs and fields of study in a foreign language

  1. Bachelor’s study program of Economics and Finance (BEF) at the Institute of Economic Studies
  2. Master’s study program of Economics and Finance (MEF) and Corporate Strategy and Finance in Europe (CSF) at the Institute of Economic Studies
  3. Bachelor’s study program of Politics, Philosophy and Economics (PPE) at the Institute of Economic Studies
  4. Master’s study programs at the Institute of Political Studies: International Relations (MAIN), International Economic and Political Studies (IEPS), Geopolitical Studies (GPS), International Security Studies (MISS)
  5. Master’s study programs at the Institute of International Studies: Balkan, Eurasian and Central European Studies (BECES), Master in Area Studies (MAS), International Masters in Economy, State and Society (IMESS)
  6. Master’s study programs at the Institute of Sociological Studies: Sociology in European Context (SEC), Public and Social Policy (PSP)
  7. Master’s study programs at the Institute of Sociological Studies and the Institute of Communication Studies and Journalism: Society, Communication and Media (SCM) 

 

V.

Relief for excellent study results at the admission procedure

In the first year of study, the relief can be provided based on student ‘s results at the admission procedure. The Admissions Board will rank the candidates' application forms in order of admission/qualification criteria and success rate. The qualification criteria are set out in the regulation approved by the program's guarantor and published no later than at the beginning of the semester for which the fee has been assessed.

The Admissions Board shall submit the final order of the candidates, or the order of admitted students to the director of the institute. The director of the institute will pass judgment on whether and how many of the best admitted candidates can be granted relief and to what extent, and will submit it to OZS (Oddělení zahraničních styků/ International Office).

 

Amount of relief: 4,000 EUR, or 2,000 EUR per academic year, in the order of the students

Relief is provided by the institutes: IES, IPS

The relief is provided for the program/field of study: BEF, MEF, IEPS, MAIN

 

VI.

Relief for excellent study results during studies

Students of individual fields of study in each year will be calculated their average results from all examination and credit tests according to the rules for calculating merit-based scholarships for the past academic year and the order of students will be compiled from the best to the worst results.

Relief for the following academic year may be granted to a student who complies with the required minimum number of credits for granting a fee relief under the Rules for Awarding Scholarships at FSV UK and who studies no more than a standard period of study (i.e. Bachelor's studies 3 years and Master's studies 2 years).

Amount of relief: 

  1. Reduction of the fee by 4,000 EUR for the following academic year if the student in terms of the average results in the previous academic year ranked in the best decile of the given programme.
  2. Reduction of the fee by 2,000 EUR for the following academic year if the student in terms of the average results in the previous academic year ranked in the second best decile in the given programme.
  3. If the number of students in a given field of study drops below ten in the year of the corresponding academic year, relief shall be granted only under paragraph 1 for the best student.

Relief is provided by the institutes: IES, IPS.

Relief can be provided for the programme/field of study: all except CSF, MISS and GPS.

 

VII.

Relief for fulfillment of all study obligations except for the final examination and bachelor‘s/diploma seminar (plus no more than one unfulfilled subject)

The student has already fulfilled all the study obligations stipulated by the study plan, or s/he has not fulfilled only a diploma seminar and no more than one other subject. The payment for additional subjects does not apply to the subjects that the student undertakes while on a study stay abroad.

For bachelor’s degree programs this relief applies only from the 4th year of study and for Master’s degree programs this relief applies only from the 3rd year of study.

A fee of 600 EUR is payable for the entire academic year. The payment schedule will not be allowed in this case.

 

Amount of relief: a fee reduction by 5.400 EUR per academic year

Relief is provided by the institutes: all of them

Relief can be provided for the programme/field of study: all of them

 

VIII.

Relief for outgoings and incomings of students within double/joint degree programs

1.       The student is studying at the University of Constance within the double degree program.

Amount of relief: 2,000 EUR per academic year

Relief is provided by the institutes: IPS

Relief can be provided for the programme/field of study: only MAIN, MISS

 

2.       The student is studying at the University of Constance within the double degree program and is arriving at FSV UK to study in the field of study under inter-faculty agreement.

Amount of relief: 6,000 EUR per academic year

Relief is provided by the institutes: IPS

Relief can be provided for the programme/field of study: double and joint degree only MAIN, MISS

 

IX.

Relief due to a social situation

A student is a citizen of a country with a low gross national income per capita, see Table with the list of countries (Appendix no. 2)

Amount of relief: according to Table in Appendix no. 2

Relief is provided by the institutes: ISS

Relief can be provided for the field of study: PSP and SEC

Note:

Reliefs in the programmes of Erasmus Mundus European Politics and Society (EPS) and Erasmus Mundus International Master in Security, Intelligence and Strategic Studies (IMSISS) are governed by a consortium agreement.

Reliefs referred may not be combined.

X.

Competences

OZS (Oddělení zahraničních styků/International Office) notifies the guarantor of which student has fulfilled the conditions for granting the relief and the amount envisaged in the sense of these guidelines.

The guarantor will confirm the student's eligibility for the relief and will further inform the coordinator about the result. The coordinator informs the student about the possibility of requesting relief and will refer the student in the next proceedings to OZS.

The staff of OZS aids the student in filing a proper and timely appeal against the fee assessed together with a request for relief. The sample form of the appeal and the request for relief are filled in by the student himself/herself. The staff of OZS will secure from the respective institute all the documents for filing the request for relief and the amount of relief determined by the director of the institute for a particular student; the documents must be submitted to the Dean for the purposes of her written statement on the request for relief.

The Dean passes a statement in writing in regards to the student's request for relief on the sample form and on the basis of the documents submitted by the student, or submitted to OZS. The Dean is not bound by the opinion of the director of the institute nor the guarantor in her opinion.

 

XI.

Payment schedule and recovery of payments

Upon the debtor’s request, the Dean may authorize a payment schedule (except for Part VII).

Debt recognition is part of the payment schedule agreement.

The Form for payment schedule and payment agreements are included in Appendix no. 3.

The Faculty of Social Sciences of Charles University ensures the recovery of payments for studies in a foreign language.

 

XII.

Efficiency period

This Dean’s Provision comes into effect on 1.10.2019.
